Formatting to 100% and Header issues -2010 Weaver

I am using 2010 Weaver and would like to set the width of the page to 100% However, when I do this, it scrunches up the header so it is not legible. The standard set for the header is 940×198. Is there something I can do so that width can be set to 100% and have our header viewable too?
