Formatting Links Page

I’m having problems with the way links are displayed and can’t seem to find a solution. In the dashboard you are able to specify an html code for before the link, between the link and description and after the link. The default is [li] [br] [/li]. If I change those values it makes no difference.
Is there a way I can change how the links display? I’ve tried to edit the links.php file in the wp-includes folder, but don’t know enough to do it properly.
I have 2 things in particular that I want to do. I want to set the image displayed with links to border=”0″ (or assign a css class that will eliminate the ugly purple link border), and I want a break between the link name and the description.
