Formatting issues and no images displayed

Hi everybody,

this is my first post on the forum, so bear with me if my question is stupid. I checked the support pages and in the past have always been able to solve the issue based on the excellent help here. This time I couldn’t find anything (which doesn’t mean that there is no answer here . . . I just didn’t find it).
All right, here’s my problem:

I wanted to post to my blog (https://www.alexwege.com ; modified Kubrick,) from the admin area and upon loading the ‘photo upload’ page I received this message underneath the usual interface:

Warning: set_time_limit(): Cannot set time limit in safe mode in /mnt/kw2/04/357/00000014/htdocs/wordpress/wp-includes/class-pop3.php on line 68

I ignored it and proceeded to upload the image, which then gave me this message:

Method Not Allowed
The requested method POST is not allowed for the URL /wordpress/wp-admin/upload.php.

I checked my blog and saw that in Apple’s Safari, no images are being displayed (they always have been) and the rendering of the content is strange. It looks like CSS is not present. Also, in Firefox, The page renders with the background in place but the text is all over the page and the sidebar apears below the posts.

Can anyone help?
