Formating Text area to grow rather than scroll

I have a form that I want users to fill out and PRINT . . .
see https://acrossthestraits.com/delegations/application/The default for the ‘text areas” is a scroll. If the space in the area is surpassed, the area scrolls.
When I print, some of the text gets lost.
I would like to set the text areas so that they grow in height to accommodate text.
Is there a way?
