Form submission expiration available?

I would like to ask if there is an option to apply a form submission expiration per visitor. I want the visitor to be given some time to submit their form (say 15 minutes) otherwise, the form should not be able to be submitted unless the user would reload the page. Then the clock should reset to given time (e.g. 15 minutes in this example).
