Form response options = drop-down shows list of previously provided responses

I’d like to create a form to accomplish the following:

Question 1.) Responder is able to provide a set of information: A, B, C, D, ….

Question 2.) Responder now has a drop-down of options to choose from that shows a list of the previously provided responses (A, B, C, D, …)

I have access to the Meta Box plugin and was told it may be useful for this, but it is fine if that plugin is not required for your ideas/solutions.
