Form Generator use with Multisite Install

We are having an issue with Form Generator on a WP-Multisite install. Only the network admin has access to the Form Generator settings, admins at the site level are unable to access any part of Form Generator.
Has anyone else experienced this issue when using Form Generator with WP-Multisite?
