    WordPress 6.5.2
    Elementor free 3.21.0
    EHFB 1.6.27
    (all the latest installs from the wordpress dashboard plugin installer)
    PHP 8.1-8.3 (didn’t test below 8.1)
    Fresh install of wordpress with no other plugins

    Choosing something from the Display conditions dropdown in the editor and then hitting the Publish or update buttons causes this error to appear where the display conditions dropdown was (it disappears completely) after the page refreshes.

    Warning: foreach() argument must be of type array|object, string given in /home/laughing/public_html/hfb_test/wp-content/plugins/header-footer-elementor/inc/lib/target-rule/class-astra-target-rules-fields.php on line 769

    Replicated on two different website providers/servers
    Some other websites do not appear to have the issue
    Elementor Pro does not appear to have the issue at this time
    Xpro’s Theme Builder does not appear to have the issue

    I am having the same problem unfortunately. It suddenly started. Tried to downgrade the versions of elementor, elementor header & builder and elementor pro versions but nothing changed. Tried with deactivating all plugins, result is same. Changed theme but same result.

    Same Here, same problem.

    Fresh install
    WP 6.5.2
    Elementor 3.21.0
    EHFB 1.6.27

    I solve the problem with a downgrade of EHFB to 1.6.26
