    The title and the question do not relate.
    Let me answer the question:

    Make sure the uploaded photos are resized ( downsized ) during upload to get benefit of lowering the jpg image quality that will noticably decrease filesize. See Table I-A2 and A3 for downsizing, and Table IX-A2 for jpg quality. Set it not less than 70 to avoid noticable degeneration of image quality.

    – Install plugin EWWW Image Optimizer. Leave all the settings of that plugin to the default.
    – Tick the box in Table IX-D17: Optimize files.
    – Run Table VIII-B13 to optimize the already uploaded photos.
    No furter action required, newly uploaded photos will be optimized ( without loss of quality ) automaticly. You do not need to downsize during upload for this optimization to take place.

    Thank you for the tip. Actually, my hosting website is limited to 100Mo and that is the reason why I wanted to fix a limit when a user upload a picture : for example, 500ko.
