    how can I, Force Shop Manager to Write Product name and Description of product and don’t allow Product to be uploaded without that?

    At the moment, WooCommerce doesn’t have any native functionality to force a shop manager to add those items. Practically this means that you’d need to have that custom developed for your store by a web developer or one of the experts listed here: https://woocommerce.com/customizations/
