    This is more of an FYI:

    I had the Force shipping to billing address checked in my admin.
    The subtitle on the Checkout page indicated Shipping and Billing.
    There was no option to enter another address on the checkout page. After clicking “Click for Order Summary” and entering the cc info (using a different address) on the pay for order page the order emails would indicate separate addresses.

    I have since changed to allow different addresses and now customers can enter shipping and billing independently so it is not an issue currently.

    This seems to be a bug as this does not seem to be the intended behavior.
