Force Pick-Up Based on Multiple Locations

In short, we are looking for a plugin, or a set of plugins, that will allow us to restrict how our clients place orders.

Example #1:
If a client click on Location A, all of the items within Location A are available to be added to their cart. However, the client can go back and click on Location B and add items from Location B to their existing cart. When they go to check out, they can only select one of our locations to pick up their order, but the order will have items from both Location A and Location B. We need a way to restrict it so that clients can only select one location per order.

Example #2:
If a client click on Location A, all of the items within Location A are available to be added to their cart. They select the items they want, and then proceed to check out. They have the ability to select any of our locations, but we need a way to restrict it so that clients can only select the pick-up location that matches the locations in their order.
