Force Enable UTF-8

The utf-8 should be enabled by default, can you please clarify what issues do you have?

My users can’t use the Turkish alphabet for user names. So i need help. For example they want to write “U?ur” but registration form has’nt “?”. So they use “g”. Maybe the reason is another plugin.
