Force download

Hello,
I am trying to find a PHP plugin that can force a download, limit the click to one per IP and then increment a counter.
Your plugin is counting the downloads, but for most of the file types, the browser simply open it (image, PDF, audio, etc.), and most of the people double-click (or even more) on buttons.
I have a PHP script for forcing downloads, another script for counting the clicks on the button, but I can’t find a plugin that can do both…
