Have you tried setting the period as a decimal separator in WooCommerce → Settings → General → Currency options?

Yes, of course. But that only affects Woocommerce. I have a membership plugin that works outside of Woocommerce and does not inherit the format settings from Woocommerce. It’s a global WrodPress setting somewhere. That’s why I did not post this in the Woocommerce forum, but in the general WordPress forum.
