Force 3D feature on 4.0.7

In response to Stripe’s new initiative to control this type of information via the Stripe radar, we implemented the following: https://github.com/woocommerce/woocommerce-gateway-stripe/pull/795
This is now consistent with how Stripe now intends for this to work.

Instead of the 3D Secure setting, PaymentIntents will handle authentication within an overlay on the checkout page, so there’s no longer a need.
