Forbidden 403 message at top?

  • I have wordpress installed.

    I have no plug ins installed and dont know what to do.
    I have tried Godaddy, tried everything.
    basically you guys are my last resort!

    It appears at the top of the page and I dont know how to get rid of it, its doing nothing just
    making the site look bad.
