    I have been having this issue off an on for a couple of months but now it seems to be sticking around where it is says on the entire map “for developer purposes only”. I have tried on three browsers and multiple devices and still happens. I am guessing it has something to do with the Google Maps API.

    Yes, this is API related.

    Google required as of July that you have an active billing account. You get $200 free credit a month, which unless you have a high traffic website is enough. You can read more about it here.
