For the admin, it is unchanged from a single WP installation.
For the front end, it depends on the theme. It is typically directly in the theme folder.

But if it is not?

If you would have provided a link to the site in question I’d have looked at the theme involved and maybe been able to point you to it.

The footer file is almost always in the theme files directory for the theme involved.
