Footer, Layout Builder and Empty Display

Hi there:
I have run into two issues with the footer in an NDA wordpress site that I do not understand. I will also point out that I am presently on an accelerated learning curve, not having worked with WP too often in the past.
- When using the standard Page Builder, I found that I was unable to move created rows up or down? Is this something that is a feature rather than an issue? I am not sure?
- As a result of the above I decided to run a couple of tests with Layout Builder as I prefer it to Page Builder, and it works on normal pages. So I created a test row with a single column, and added the Layout Builder to it. Once it was loaded I added a single row divided into a number of columns. So far so good, except when I clicked done and done and (I think) one more done, I found when looking at the test page (pre-Publish) the row with the Layout Builder did not display. I tried Publishing it, and looking in a separate tab (I refreshed the view after publishing), it still wouldn’t display? I would like to know if this is a standard feature or an issue that can be resolved?
I would appreciate any help on this.
