Footer jumps when page loads.

Hi there, I am currently finishing up a site for a client and they have requested that the footer doesn’t jump to the bottom after it loads. I have the setting for Fixed Footer turned to Yes as this is the way the client wants the footer and content to act.

Only thing is when everything loads on the page. You see the footer appear last, and then it seems to load what it is supposed to do and then jumps down to the bottom of the page to correct itself.

Is this something that can be changed so the footer acts like it should in the design? To stop the jumping effect?

Or is this something that happens due to how everything is loaded, top to bottom in the code? And the footer is last.
