Footer graphic not extending

Hello kind folks, i am in dire need of help in correcting (from what I understand) a css style code. My issue only appears to occure on a iOS device (iphone). The footers black colored graphic does not size itself to full in the entire bottom from left to right. I will attach an image with a screen shot from the iOS device. I would greatly appreciate if someone can help/lead me to correcting this.
Problem: footer background wont extend (only on iOS device)
