    My friend just started a WordPress site and his theme is php and there is no second ‘tier’ of options above the text in a post – offering option to change font, underline, changing of color.

    Anyone know why that would be or how to correct it?

    That second row of editor buttons is called the “kitchen sink” and it’s hidden by default. To show it, you need to click on the kitchen sink button in the first row. To find the button, slowly run your mouse over the last buttons in the top row until you see the little yellow label that says “Show/Hide Kitchen Sink.” See screenshots here.
