Fonts are appearing in a question mark

Hello, I am having a very frustrating problem. I use Ipage as my host company and recently I opened a new account (my old account was expired) and transferred my folders there. Since my old account was deleted, I paid them to restore my website. When they did everything was working fine, except the Cyrillic alphabet which I use for most of my posts. If you visit my website and scroll down, you will be able to see the letters are showing in a question mark. I have been chatting with them and trying to figure out for now about two weeks. They are asking the DB collation and MySQL database, which I don’t have. I don’t have backups for my posts too. I always log in to my WordPress profile and write there. I am a writer and an artist. It is my life to write. Now they are telling me to write all the posts again. I never heard such a disheartening advise, I mean how can I rewrite every single word there? Can you please help in figuring out this? Is there any place in WordPress that could be holding this issue? I really need my website up and running. Please help.
