Flush Cache: Sorry, you are not allowed to access this page

On several sites, I’m getting the message “Sorry, you are not allowed to access this page” when trying to flush the testimonial cache.

This happens even with a standard theme and all other plugins deactivated.

Turning caching off and on works, so there’s no problem saving settings, and it’s not an issue with transient manipulations.
