Floating clickable picture

Hi, i’m searching for the possibility to add floating pictures to the presentation page of Tempera Theme. Unfortunately Tempera is not providing this feature.

Is there any plugin? (already ssearched but didn’t find anything useful)

Just some more detail: i would like to add picture anywhere, regardless the background (“on top” of everything), clickable. Like “Special Discount!” on top of main page of a ecommerce site.
