Flicker on Hover

As a result of the excellent Read This First post (especially useful for me as non-technical) I have managed to identify that the problem described below is related to compatability with the Customizr theme. The problem is, this theme really works for me and I don’t want to have to switch from it, so it would be great if we could find a solution.
I am having a problem with the feature to be able to add a background and border to an element or column on hover.
It works amazingly well, EXCEPT in these 3 situations, where it starts flashing very fast and becomes totally unresponsive:
1 – When you scroll down the page and the top part of the element is out of view because you’ve scrolled too far down the page. (there’s a clumsy workaround for this – it seems only to be a problem in the column is the first on the left, so just put in an additional column at 2% width, and then shift the left border of the element we want to be visible to the left slightly). I have left the bottom element on this page (the row of videos) without the workaround so you can see what happens.
2 – When you scroll down to the very bottom of the page until you can’t go any further, and then move the mouse arrow back up to the element using this feature (more obvious on this page – https://heartfulhealing.co.uk/services/)
3 – When a link in the element is clicked and opens in a new tab and then you return to the page. It stays flashing and unresponsive until the page is clicked once or more.
I really want to keep this feature in use as it adds so much to the site, but I’m worried it could be confusing and disorienting for visitors.The info requested is pasted below (really sorry I couldn’t work out how I was supposed to use Pastebin).
