Flexible Shipping always showing freeshipping even though threshold was set

    Hi, recently the flexible shipping fails to load when checkout, and only show free shipping option even when the threshold limit is set. Please help.

    we need more information. Please attach screenshots of the shipping methods configuration and the checkout page.

    Please find the attached screencap. It is very strange, some of the countries it can show the shipping cost according to the flexible shipping table. Some simply show free shipping even though no threshold is set.

    1. Please add (for debugging only) rule with condition Always, and Cost 10.
    2. Please enable debug mode. If this is not block checkout, there should be debug messages on checkout page (please change something in shipping address to see this message).

    I just moved the “everywhere” shipping zone (which no country are selected) all the way to the bottom. It solved the problem. The “everywhere” shipping zone was placed in the middle before, any shipping zones above it was normal, but any zones below it becomes free shipping. I think the new wordpress update somehow trigger this bug. You can also look into this why it happens.
