Flat rate shipping with Shipping tax class based on cart items?

    We would like to use the “Shipping tax class based on cart items” option – and a flat shipping price, incl VAT.

    But the flat rate is set excl VAT in WooCommerce, so that when the different tax classes are added, the shipping rate incl VAT is no longer flat.

    Is there any way to have a fixed shipping price incl VAT, and still set shipping tax class based on cart items?
