Flat Rate Fatal Error – after updating to 2.3.1

Hi, I’m getting the following error on Cart or Checkout page after I update to 2.3.1
“Fatal error: Unsupported operand types in /************/wp-content/plugins/woocommerce/includes/shipping/flat-rate/class-wc-shipping-flat-rate.php on line 211”
this is the line 211 of “class-wc-shipping-flat-rate.php”
“$extra_rate[‘cost’][‘order’] = $extra_rate[‘cost’] + $extra_cost;”
