Flat rate does not applying sometime

    Above is my site URL please I need a woo-commerce expert to know where is the problem!
    I have a woocommerce site with booster.io premium plugin i have a multicountry and currency store.So i have decide for pakistan if the order amount is more than 3000 the shipping will be free. and below 3000 flat rate will be 200 but in a week for one or two order the condition is not applying so please guide me!

    Would you mind sending over a screenshot of your Shipping Zone settings? And can you let us know what the shipping destination was for one of the problem orders?
