Flash to install not persistent

    If a person views site on Chrome or Firefox more than once then clicks add to home screen it displays the Icon with the browser icon super imposed on the home screen but NOT in apps. He then CANNOT install with a PWA site icon that appears in apps
    Can the flash to install be made persistent?
