Flash of wp-admin screen – Might not hook in soon enough

Logged in as a Subscriber and all the plugin’s settings are set to redirect to a specific page.
When I visited /wp-admin/index.php, it flashed the wp-admin screen for a “long moment” (less than a second). My guess is that it doesn’t hook in early enough. I’m guessing it should be something like
admin_init?
