Flash of mobile menu on desktop page load

I’m experiencing a random issue, which is always the absolute worst kind to track down.
When loading some pages on desktop, (about 1 in 15 or 20), I get a flash of the mobile menu. On Dev Tools, I can see that affected pages load the mobile menu at around 23ms, and the desktop menu appears at around 49ms. It’s fast, but this causes a considerable layout shift.
I am using the same theme (Astra) on all my sites, but the only two sites that are affected are using Super Page Cache for Cloudflare. The other four use W3 Total Cache, and there is no problem.
When I see a page that has the problem, if I purge the page, the issue disappears.
Also, when I purge the cache completely, the issue then affects different pages.
I have tried deactivating prefetch on the plugin, but it didn’t make any difference.
I have worked with Astra support and tried many things to fix the issue, but nothing has worked. They suggested that it could be a cache issue, so hence this message.
Do you have any ideas about any settings in the plugin that might help me with this issue?
Added note: There is no issue when viewing the sites when logged in, which bypasses the cache.
