Flag illumination

I need help. I chose the appearance of the beta Popup. My client requested some changes. I managed with most of the code but I don’t know how to fix one.

After hovering over the flag it highlights and is more visible. Or without hovering it has some kind of dimming effect applied. How to remove this effect? Client wants the flags to be clearly visible at all times.
