Fixed background

    I am having the HARDEST time getting my background to stay fixed. Everything says fixed but it still scrolls. It should be noted that with the appearance/background option I could not see my background. I had to manually set background to transparent to show it. Otherwise it is all white. Any help would be much much appreciated.
