First Step not transitioning to step 2

    I have a 3 step form configured. If you start at step 2 you can move forward to step 3 or backwards to step 1. If you start at step 1 it will not transition to step 2 it always refreshes and shows step 1 again. The below multistep looks to be configured right. ANy help is greatly appreciated.

    website name has been replace with *** for example purpose.
