    My question is about First-class package international Service “Retail Packages” vs. “Commercial Base” packages.?
    Weight Based Shipping selects prices from the Retail Packages matrix (which are higher in price than Commercial Base). It is my understanding that Retail Packages is the price one pays if one brings one’s package to the US Post Office for shipping, and that Commercial Base is the price one pays if one ships for one’s self (as I do), printing and affixing the label from one’s office.
    IF that is the case, why does Weight Based Shipping charge me Retail for my Commercial international shipping? (I assume this is Weight Based Shipping at work; let me know if I’m wrong.)

    Weight Based Shipping allows you to define your shipping rules manually. They may or may not resemble the actual USPS rates; it is up to you. However, the plugin does not have any “understanding” of any USPS-related staff.
