First Class Mail option not showing up in cart

Hi Folks –
I have a product that weighs 4 oz. I have set 2 shipping rates, First Class and Priority for it – but only Priority is showing up as an option. I have run the debug option, but am not getting any error messages. Thanks for any suggestions…
