Finding a solution for a shop add on

Wondering if I can get some help, we have an organisation were members have to submit photos of their animals for identification purposes but on our shop will allow attachments but we want to standardize the photo to be a certain size and if possible to college the photos. We take one of each side and then have to download it and then convert to word. Everyone post them differently.
