Final Decision | Resolved vs Not Resolved Plugin Topics

Good day!
When a forum topic is initiated and not resolved, many plugin developers (or their designees) close the topic as “Resolved” for reasons such as:
1. They committed to update their plugin (or issued a “promissory note”) but it’s not updated yet.
2. They use the “Resolved” status as an aid to confirm they reviewed (not resolved) the plugin topic.
3. They don’t have time to investigate the topic, leave a comment to the effect (i.e., “I’ll get to it later”), then tick the “Resolved” status to make sure their plugin forum looks current (via the green checkmark).
Based on the above, I have the following question:
If the plugin topic is still active and not resolved, can the topic starter change the topic status from “Resolved” to “Not Resolved” and request the status not be changed until the topic is actually resolved? Who has the “last word” on this?
As a WordPress user, one of my key indicators to find a topic solution is the green “Resolved” checkmark. It’s a time saver for me. If the green checkmark is abused by developers (or their designees), confidence in the value it provides will be greatly diminished.
