filter or segement

Is it possible to send to a targeted audience based on their Woocommerce State? We want to send newsletters based on the region (a list of states) that the person resides in. Is this possible with the Newsletter plugin? I want to ensure it is possible prior to purchasing the Newsletter plugin and Woocommerce add-on.
