If you want to disable PHP Sessions you should use the Global instead. We have docs on that here:

I know about this constant, but I will from functions.php to disable, but with the filter is not possible to change this value.

I understand what you are attempting to do and unfortunately I do not believe there is a way to modify the filter via a theme’s functions.php file. You have to do this in a custom plugin or within the wp-config.php file currently. I’ll see what we can do about adding support for themes to customize this via a filter.
