Filter Bar only visible on Month view, not List. Hides when no upcoming.

I’m configuring a first-time setup on a staging website before loading it with our company’s events. I’ve created a test event for now. The issues are the Filter Bar not consistently remaining in the controls. If I have no upcoming events, but only past events, then I only see the Filter Bar on Month view. The default view of my calendar is List view. If I have an upcoming event then the Filter Bar will show up again, but it’s highly possible that we may not have any planned events but still want visitors to be able to easily locate recordings of relevant past events. Can someone please clarify the logic for when/how the Filter Bar is eligible to appear, and if there are any overrides I can make to the template files if necessary?
