Filenames w/ international characters not copied

It seems some files are not copied. A brief investigation shows the missing files all contain an “international character” in their filename (in this case the swedish letter ? , i.e an a with a circle above it).

Specifically, I noticed that an image was missing on the wp-staging copy, but not on original site, and the image file name contains this letter. Comparing location folders for this image in the original file tree and the wp-staging tree, all files with this character are missing in the wp-stage folder.
