File Uploads and Categories

    I would like to give users the possibility of uploading files and sharing them with other users. I would also like the admin to approve files before they are released to the population.

    What is the best way of achieving this. Is there a plugin or set of plugins that will do this? I have tried a number of plugins already but none do quite what I have in mind.
