File upload not working, only on order page

Hi mate,

If you add the product on the URL to cart and proceed to checkout.

When trying to add files during the checkout process, (step 2 on checkout) no files are being uploaded. However, if I turn on file uploads on the order page this does work. – I need them on step 2 though.

Any ideas?
