File Upload does not work when Read and Close Parameter is checked

Hello, I have encountered some major issues. First, the site health was showing two critical errors, “An active PHP session was detected and The REST API encountered an error.” After much research, I checked the box under Email and Misc. ?Enable Read and Close parameter on session_start()?option. Checking this option resolved the issue. Before checking this option, the site would take the entire server and the other sites down momentarily. And because I checked this, I am no longer able to use the File upload as it does NOT attach the file to the email, not in the order, or upload the file into checkout_files_upload folder in the file directory. Kindly advise on a solution, thanks.
