We don’t have a built-in way of doing that. You can try this snippet as a mu-plugin:

	'forminator_field_create_file_upload',
	function ( $html, $id, $name, $required ) {
		$replacements = array(
			'Choose File' => 'Replacement for Choose File',
			'No file chosen' => 'Replacement for No file chosen',
		);

		return str_replace( array_keys(  $replacements ), array_values( $replacements ), $html );
	},
	10,
	4
);
