File Search Plugin

Hi, i need solution for my problem about choosing the right plugin.
So I want to make a page in my web, inside it there are a search column. Visitor need to type a file code (ex: 00012, 01920, 19283, etc) to make a file with that code appears. And for everyone who doesn’t have code, they can’t see anything in this page.

And one more, how to avoid the search result showing another file with similar title. Here are the example, in the database there are file “00123, 00222,00135”. In the search page if visitors type “00”, how to avoid the file “00123, 00222,00135” shown as the results?
